This unofficial patch disables Preview and Picture & Fax Viewer by design to protect PCs from infected WMF image files.
Solution:
Run Windows Update to make sure that your PC has Microsoft's official patch for this problem, called Vulnerability in Graphics Rendering Engine Could Allow Remote Code Execution (912919). If Windows Update tells you there are no high-priority updates available for your computer, chances are that your PC is protected. Restart your system.
Next, you should remove the unofficial Hexblog14 patch. Open Add Or Remove Programs in the Control Panel. Select Windows WMF Metafile Vulnerability HotFix 1.4, then click Remove and Yes. Click Yes again to reboot.
Finally, re-register the Shimgvw.dll file. Click Start and Run. Next, type regsvr32 %windir%\system32\shimgvw.dll and click OK. This is the same command used to deregister Shimgvw.dll during installation of the Hexblog14 patch, only without the ¨Cu switch after regsvr32. Preview and the Picture & Fax Viewer should work now.
